[历史] 武器装备精练不能安全+10限制了新卡片的使用

有太多的新卡片，功能都蛮不错的，只是大家都未能一一体会到，只因担心浪费了很稀有的那一两件+10装备，若是插+7+8+9又担心浪费了很昂贵的那张卡片。
不知道大家是否还记得N年前准备取消精练安全+10的那一个晚上，现在的RO是否因为精练不能安全+10，所以多多少少限制了大家对新卡片的尝试呢，大家都来发表一下。
