鉴于重庆市在旅游资源、民俗文化等方面和云南有较多相似之处，且同属西部开发的政策范围，文章将分别对重庆、云南两地的旅游资源现状、旅游接待能力、区位条件及国际旅游外汇收入、旅游院校及旅游从业人数、旅游相关方面的发展状况进行对比，并从中找出重庆旅游业发展存在的问题和优势，在此基础上提出了重庆旅游业发展必须加快旅游资源开发、打造旅游精品；加强旅游宣传促销、积极拓展旅游客源市场；激活旅游企业竞争力；加快景区交通建设；加快高素质的旅游队伍的建设等相应措施。
